What permits do you need for a tenant improvement in the Bay Area?

What a TI permit covers
A tenant improvement permit covers work done to the interior of an existing commercial space, new walls, ceilings, electrical, plumbing, HVAC, and finishes. It does not cover changes to the building's exterior or structural system unless those are part of the scope.
Almost every commercial build-out requires one. The only exception is purely cosmetic work like painting or replacing carpet, and even then, it depends on the jurisdiction.
How long does a commercial TI permit take in the Bay Area
San Francisco: 8–16 weeks for standard TI projects. Complex projects involving change of occupancy, fire suppression, or accessibility upgrades take longer.
San Jose: 6–12 weeks for most commercial TI projects. San Jose has a relatively efficient over-the-counter process for straightforward scopes.
Oakland: 8–14 weeks. Multiple department sign-offs are common, Planning, Building, Fire, each adding time if not coordinated properly.
The most common TI permit mistake
Starting construction before the permit is issued. In the Bay Area, stop-work orders on commercial spaces are aggressively enforced. The cost of a stop-work order, fines, delays, potential demolition of unpermitted work — far exceeds the cost of doing it right upfront.
